Each Series requires a certain amount of Flags to unlock, the amount is displayed on that Series selection screen.

There is also a maximum number of Flags that can be collected in each Series, you can find the number in the top right corner of the Series selection screen.

If you find yourself stuck at a certain number of Flags and are still not able to unlock the next Series, be sure to collect Flags from other Series you have yet to max out!
